This report one first provides a review of the literature on empirical approaches to investigate fishermen behavior. We then investigate methodologies for modelling fishers’ behaviour under regulatory schemes with individual quotas, independently of transferability. In particular, the project aims at showing how measures of overcapacity and rent dissipation can be derived from a cost function. We also investigate how fisheries where some species are quota regulated while others are not can be modelled.en
